William McVay

William McVay, a recognized leader in E-government, provides leadership to an experienced team of enterprise architects, certified project managers, capital planning experts, solutions architects, human capital specialists, information assurance analysts, and financial management experts who enable Federal agencies to achieve effective and efficient implementation of their mission and compliance with federal mandates. Under William's leadership the Strategic Consulting Services group provides Federal agencies with integrated solutions to meeting their goals and objectives.

Prior to arriving at BAE Systems Information Technology, William was a Deputy Branch Chief in the Office of Electronic Government at the Office of Management and Budget (OMB).  As Deputy Branch Chief, William oversaw the implementation of the Clinger-Cohen Act (capital planning and investment control, business cases, enterprise architecture, performance management, and portfolio management). William also served as OMB's liaison to the Federal CIO's Committees on Capital Planning, Best Practices, and Enterprise Architecture.  William has been instrumental and a key contributor to all guidance on capital planning and investment control, enterprise architecture, and business cases from the CIO since 1999 and has won numerous awards for his work in improving IT management within the Federal government. As a recognized expert, William provides extensive training in Capital Planning and Investment Control, Enterprise Architecture, and business case (Exhibit 300) development to both federal and private industry clients.  William speaks at numerous public events and universities on integrating federal mandates such as the Clinger Cohen Act and the E-Gov Act with an Agencies mission.  He also conducts the Office of Personnel Management's Management of IT Course's section on business cases and critical success factors for capital panning and enterprise architecture.
