Contract Description: The Defense Information Infrastructure
(DII) Guard is the system component used to support
the DMS requirement to support the exchange of electronic
messages between security enclaves. Developed under
the National Security Agency's Multilevel Information
Systems Security Initiative (MISSI), the DII Guard ensures
compliance with the Joint Staff's Secret and Below Interoperability
(SABI) approach for messaging.
The DII Guard is comprised of four primary components:
The X.400/SMTP Message Transfer Agent (MTA), the Message
Guard, the X.500 Directory Server Agent (DSA), and the
X.500 Directory Guard. In addition, it has three DII
Guard utility programs. The DII Guard operates on the
Pentium based DigitalNet XTS-300tm platform, a Class
B3 Trusted Computer System. The platform uses the Secure
Trusted Operating Program (STOP) V5.2EU3 (or higher)
as its operating system. The DigitalNet XTS-300tm and
the STOP operating system are collectively referred
to as the DII High Assurance Guard.
The DII Guard implementation allows users to send and
receive electronic mail messages. The data sensitivities
expected to be processed by the DII Guard up to the
Secret level. The DII Guard will allow the bi-directional
flow of unclassified X.400 and SMTP messages. By policy,
the X.500 directory shadowing is allowed to flow only
from low to high.
The DII Guard comes in two system types: a prime system,
or one that has a license to use the DII Guard application
software and STOP operating system, and a spare system,
or one that does not include a license to use the DII
Guard application software or STOP operating system.
However, a spare system may temporarily execute the
software in the event of the mal-function of the prime
systems hardware, or if the prime system is taken off-line
for preventive maintenance. Both the prime and spare
systems can be ordered in one of four hardware configurations:
a tower unit, a 6U rack-mount unit, a 2U rack-mount
unit, and a ruggedized 2U rack-mount unit.
The STOP Operating System and related software and
documentation are subject to the International Traffic
in Arms Regulations (ITAR) and may require a U.S. State
Department license. Therefore an order requiring OCONUS
(with the exception of Alaska and Hawaii) shipment may
also require the receipt of an export license approval
from the U.S. Department of State.
